Maryland officials are abandoning controversial plans to construct a new youth detention facility in the state’s largest city of Baltimore. After facing public opposition and a steady drop in youth crime since 2007, officials of the Department of Juvenile Services and the Department of Corrections announced on Thursday that the state will instead renovate an older facility to house youth charged as adults.
