FISA Faces Scrutiny from US Congress

The House of Representatives is supposed to vote on a new plan for
electronic surveillance today. But the outcome is suddenly unexpected
as Democrats are pulling their support. The legislation reverses some
surveillance powers given to the President in August, but it expands
the government's ability to wiretap.
